Citrus Rice Pudding

Thinly slice <quantity>2</quantity> kumquat
Trim <quantity>1</quantity> orange
Peel and segment <quantity>1</quantity> mandarine
Add <quantity>1<unit>cup</unit></quantity> of white rice to a pot
Add <quantity>2<unit>cups</unit></quantity> of heavy cream
Add <quantity>1½<unit>cups</unit></quantity> of evaporated milk
Add <quantity>14<unit>oz</unit></quantity> of condensed milk
Add <quantity>1<unit>tsp</unit></quantity> of cinammon powder and bring to a simmer on low heat while stirring. Cook for 40m until rice is soft
Pour <quantity>½<unit>cup</unit></quantity> of water. Stir until rice pudding is smooth and creamy
Plate the rice pudding. Garnish with sliced and segmented citrus
